He was predeceased by: his parents, James Otis Kemper and Rosa Belle Kemper (Tullos); his wife Shirley Kemper (King); his son Neil Kemper, Jr.; and his sister Roselle Kemper.
He is survived by: his children, Sandra Perez (Rafael) of Groveton, James Kemper (Melissa) of Groveton, Thomas Jason Kemper (Pam) of Groveton and Dana Ayala (Juan) of Groveton; his grandchildren, April Perez Bray (Sean), Kelby Perez (Bethany), Weston Osorio-Cavness, Brandon Kemper, Alysse Cavness, D'neilia Casas, Fernanda Ayala, Kirsten Garbs and David Ayala; and his great grandchildren, Giosue Velazquez, Armani Velazquez, Jaslene Velazquez, Katherine Bray, Emma Bray, Declan Bray, Sienna Casas and Isla Lynette. He is also survived by other relatives and friends.
In lieu of flowers, the family requests that donations be made to Groveton Church of Christ, Centrailia Church of Christ, or the Groveton Ex-Students Association.
