He is survived by: his father Lewis Gene Phelps of Kilgore; his wife Deborah Beall Phelps of White Oak; his son William Gene Phelps of White Oak; his granddaughter Madi Nicole Phelps; and his sisters, Tonya Phelps Willis (David Willis) of Kilgore and Crystal Phelps Chessher (Glenn Chessher) of Saratoga. He is also survived by numerous nieces, nephews, friends and other loving family members.
