He is survived by: his wife Joy Beth Barnes Phipps; his sister Ida Phipps Newcomb; his children, Stephen Phipps and Bethany Phipps Houston (Timothy Houston); his grandchildren, Natalie Howard (Josh Howard), Rebecca Alva (Brandon Alva), Caleb Phipps (Meghan Phipps) and Nathan Phipps (Isabella Phipps); and his great grandchildren, Skyler Howard, Easton Howard, Cole Howard and Isaiah Alva. He is also survived by several nieces and nephews.
