He was predeceased by: his parents, Frederick Charles and Edith Louella Sample Hoover; his daughter Debbie Ransom; his grandson John Blandford; and his siblings, Charles Loren Hoover, Edith Leona Hoover, Mary Lee Hoover, Ruth Ella Hoover and Virginia Charene Hoover.
He is survived by: his children, Jesse Hoover, Jr. and Vickie Stock (Lewis). He is also survived by seven grandchildren and six great-grandchildren.
