He was predeceased by: his parents, Mary Helen Jones Howard and William E. Howard, Sr.; and his brother John E. Howard. He is survived by: his wife Peggy Tolbert Howard; his children, Jay, Annette Howard, Christy, William Mason, Jess and Dana Howard; his grandchildren, Jessica Uresti, Marian, Derek Jameson, Genna Uresti, Sam Howard, Jack Howard, Grayson Howard, John Howard, Clare Howard, William Howard and Vivian Howard; and his great grandchild Charlotte Rose Jameson. He is also survived by other loving family members and friends.
