He was predeceased by: his parents, C. N. Waters (Charlie Neal) and Lucy Waters; and his sister Sandra Winnett. He is survived by: his grandchild Klay; his children, Kristi Waters of Vega, Kimmi (Jerry Hodges) of Vega, Keila (Doug Bain) of Vega and Klay (Katti Waters) of Abilene; and his sister Charolyn Gouldy of Wildorado. He is also survived by 14 grandchildren;18 great-grandchildren; one great-great-grandchild.
Family suggests memorials be made to the Milburn-Price Culture Museum or Vega EMS.
