He was predeceased by: his parents, Lillie Wooten and Bill Payne; his siblings, Billie James Payne, Josedean Payne and Joanne Payne; and his daughter Angie Lanae Payne.

He is survived by: his wife June LaVon Payne; his brother Milton Payne (Jean Payne) of Temple; his niece Leshia Toliver (Kurt Toliver); his niece Michelle Payne; his daughter Phyllis Lynch (Matt Lynch) of Troy; his grandson Tyler Lynch; his great grandchildren, Aubrey Lynch and Aiden Lynch; his grandson Zachary Lynch (Sara Lynch); his daughter Connie Williamson (Ted Williamson) of Salado; his grandchildren, April Sudbury (Aaron Sudbury) and Bradley Mikes; his great grandchildren, Lillie Mikes and Bella Mikes; his grandson Jeremy Mikes (Kacy Mikes); his great grandchildren, Colter Mikes and Kylie Mikes; his granddaughter Shelley Martinez (Terry Martinez); his great grandchildren, Angel Martinez and Sevy Martinez; his grandson Kevin Williamson; his son Kyle Payne (Robin Payne) of Troy; his grandson Brandon Payne (Cassi Payne); his great grandchildren, Bristol Payne and Caroline Payne; his granddaughters, Ashley Casey (Whitlee Casey) and Maegan Payne; his sons, Scott Payne of Salado and Brett Payne (Maggie Payne) of Round Rock; his granddaughters, Harper Payne and Hadley Payne; and also Shelby Toliver. He is also survived by father should treat his kids, grandkids.

James Ernst wrote a sympathy message

“On my return to Texas back in 1970, Mr Payne made me a loan of $250 to purchase tires and food. It was a God-send at the time and later when I decided to start Temple College, he again made me six months loans for tuition. I financed my first house with him and when he left, I too moved my accounts. I considered him not only a banker but a friend. The world was a better place with Burnell in it and he is missed by many I'm sure. My sympathy to his family”
