He was predeceased by: his parents, Don Howell and Esther Nivens Howell; and his siblings, Jessie Wayne Howell and Mary Sue Walker. He is survived by: his wife Phyllis Foster Howell; his children, Donnie Howell, Suzann Howell of Texarkana and Lisa Howell Singleton (Michael) of Texarkana; his nephew Jon Howell of Blevins; his siblings, Michael Howell (Linda) of Pensacola and Janice Howell Walker of Hope, Arkansas; and his grandchildren, David Singleton and Melissa Singleton.
Visitation was held on Monday, March 17th 2025 from 6:00 PM to 7:30 PM at the Texarkana Funeral Home (4801 Parkway Dr, Texarkana, AR 71854). A funeral service was held on Tuesday, March 18th 2025 at 1:00 PM at the same location. A graveside service was held on Tuesday, March 18th 2025 at 4:00 PM at the Betty Nievens Cemetery.
