It is with great sadness that we announce the death of Phyllis (Pepper) Carter of Sulphur Springs, Texas, who passed away on October 11, 2022, at the age of 73, leaving to mourn family and friends. She was predeceased by: her parents, Mary Louise Pepper (Ashley) and Elwin Franklin Pepper; her son Robert McDaniel, Jr.; and her brother Franklin Pepper. She is survived by: her children, Floyd Newby of Sulphur Springs, Velma Newby (Billy Harville) of Sulphur Springs and Mary Roxann Smith (Mike) of Dennison, Texas; her husband Dean Carter of Sulphur Springs, Texas; her grandchildren, Christina Newby, Georgia Bailey and Topanga Bailey; and her stepgrandchildren, Jackson Harville and Avary Harville. She is also survived by six great grandchildren.
