He was predeceased by: his son Samuel "Sammy" Wheeler Tobey IV; and his sisters, Patricia Kelley and Joanna Tynes. He is survived by: his wife Jeanette Tobey of Silsbee; his daughter Pam Tobey (Richard Dunham) of Arlington, Virginia; his nephew Scott Kelley (Lori) of Houston; and his nieces, Kim Kelley of Houston, Stacey Cole (Matt) of Beauxart Gardens and Betty Hooper of Huntsville, Ala.
He was born on February 26, 1933, in Port Arthur, to Delphia Louise Pedigo and Samuel Wheeler Tobey, Jr. Samuel spent many years with the Lions Club, volunteering for the annual pancake dinner, collecting donations of eyeglasses, and working on other charitable efforts.
