He was predeceased by: his parents, Robert Welch and Elizabeth Welch; his wife Elizabeth Jean "Shorty" Welch; his sons, Robert Allen Welch and Gregory Scott Welch; and his siblings, Alton, Winfred, Lee Etta, Earlene and Hortense.
He is survived by: his daughter Linda; his children-in-law, Anthony Radicioni and Debye Jo Welch; his grandchildren, Duane, Misty Radicioni, Lucas, Casey Radicioni, Sarah, Gary Wickle, Dawn and Shedrick Oatis; and his great grandchildren, Brock, Jenna, Lauren, Alayna of Kayne, K. J., Jaila, Shannon, Evan, Kale, Wesley and Nathan. He is also survived by numerous nieces and nephews.
