He is survived by: his wife Betty Ruth Franks; his son Charles (Kathy); his grandchildren, Steven Williams, Brian Williams and Keiland Williams; and his nieces, Jacqueline McDonald (George), Avan Blair and Susan Wilson (Steve).
Visitation will be held on Monday, February 24th 2025 from 5:00 PM to 7:00 PM at the Harper Funeral Home (2606 Southland Blvd, San Angelo, TX 76904).
