With heavy hearts, we announce the death of Herbert Arthur Phelan Jr. of Rosenberg, Texas, who passed away on March 24, 2024 at the age of 85. Leave a sympathy message to the family on the memorial page of Herbert Arthur Phelan Jr. to pay them a last tribute.

He was predeceased by: his parents, Herbert Phelan, Sr. and Marge Phelan; his brothers, Ken and Russ; his in-laws, Max and Genevieve Cegelski; and his brother-in-law Daniel Cegelski.

He is survived by: his nephew Alan Phelan; his wife Maxine; his sons, Herb Phelan III (Amy) and Michael Phelan (Rhonda); his granddaughter Erica; his sister Patti (Jack Suhoza) of South Carolina; and his siblings-in-law, Sharon Phelan of Connecticut, Dorothy Cegelski of Richmond, Anita Cegelski of League City and Ed Cegelski (Lynette) of Stafford. He is also survived by numerous nieces, nephews, shipmates, and friends.

In lieu of flowers, donations in Herb's memory can be made to Holy Rosary Preserving our Faith, 1416 George St, Rosenberg, TX, or a charity of your choice.
