He was predeceased by: his parents, Elnora "Vera" Jones Starks and Isiah L. Starks; and his sister Sonya E. Starks. He is survived by: his siblings, Regena Jones, Edna Starks, Rodrick Starks of Port Arthur, TX, Dexter Starks of Port Arthur, TX and Derek Starks of Port Arthur, TX. He is also survived by nieces, nephews, family and close friends.
