He was loved and cherished by many people including: his parents, Foster Foster and Helen Foster (Kibodeaux); his wife Debi Richter Foster of Bridge City; his children, Angela Rutkowski (Eric) of Edmond, Megan Foster of Largo, Florida and Matthew Richter (Jessica) of Beaumont, Texas; his sister Diana Hargroder (Scott) of Beaumont; his brothers-in-law, Chris Richter (Erma) of Beaumont and Doug Richter (Valerie) of Bridge City; his grandchildren, Angel Bamba of Largo, Emma Rutkowski of Edmond and Oona Richter of Beaumont; and his aunt Shirley Roy (Robert) of Pineville, Louisiana. He was also cherished by numerous nieces, nephews, and cousins.
In lieu of flowers, memorial contributions can be made to Richter Food Program at St. Paul Methodist church, located at 1155 West Roundbunch in Bridge City, Texas 77611.
