She was predeceased by: her daughter Phyllis Fly; her parents, Justice Counts and Maggie Keys; her stepfather James Keys (Foot); her sisters, Joyce Hogue and Polly Smith; her stepbrother James Keys; and her husband Billy Carter.
She is survived by: her children, William Dale Carter and Belinda; her sons-in-law, Derek Walker and Billy Fly; and her grandchildren, Billy E. Fly (Julie), Carter Fly, Jamee Webb, Kristen Illert (Jason), Andy Bratton (Maddie), Kaleb, Ashley, Thomas, Sarah, Anna and Victoria Carter. She is also survived by fifteen great-grandchildren and numerous nieces and nephew and cousins.
