He was predeceased by: his parents, Birchie Clyde Rigney, Sr. and Frances Rigney (Reynolds); and his siblings, Judy Dowdy and Wayne Rigney. He is survived by: his wife Elizabeth Cecilia Rigney of Mount Pleasant, TX; his children, Karen Bell (Jeff) of Mount Pleasant, TX, Norman Rigney (Lisa) of Mount Pleasant, TX, Sandra Rushing of Meridian, Mississippi, Rhonda McDonald (David) of Houston, TX, Mark Rigney of Mount Pleasant, TX, Cheryl Hinson (Jesse) of Mount Pleasant, TX, Kim Hall (John) of Houston, TX and Tamara Parr (Dan) of Mount Pleasant, TX; and his siblings, Joyce Shipp, Ronald Rigney and Phillip Rigney. He is also survived by 21 grandchildren; 19 great-grandchildren.
