He was predeceased by: his parents, Cleotha "Sam" Harper and Ola Mae Harper (Thorn); his sister Diane Bailey; and his daughter Milshawn Harper. He is survived by: his children, Michelle Williams, Deirdre Price, Milton Whiting and Ellenar Harper; and his siblings, Belinda of Washington, Gloria Miller and Calvin Miller.
