He was predeceased by: his parents, Irving R. Garrett and Elsie F. Garrett (Adcock); his wife Evelyn; his brother Bill; his brothers-in-law, Alvin Jennings, Edwin Jennings and Frank Jennings; and his nephew Gene Brown.

He is survived by: his son Joel Garrett II.

In lieu of flowers the families had requested memorials be sent to the National Cancer Society (cancer.org) or to St. Judes (stjude.org).
