He was predeceased by: his parents, Robert S. Skaggs and Ardell Joiner Skaggs; his brother Stanley; and his sister-in-law Marinell Skaggs. He is survived by: his daughter Tonia Tolle; his siblings, Lowell Skaggs (Ethylene) and Margie Hale (Argie); and his nieces and nephews, Gary Skaggs, Connie Moss, Larry Skaggs, Kristi Davis, Michael Hale, Lisa Corbell, Randy Skaggs and Paul Skaggs.
