He was predeceased by: his parents, Woodrow Carter and Hazel Carter; and his siblings, Doyle, Gene, Billy and Polly Sanderson.

He is survived by: his wife Billie Marie Carter; and his children, Steve Carter (Carlene), Billy Mark Carter (Kim), Cathy Harris and Cindy Carter. He is also survived by 8 grandchildren and 11 great grandchildren.
