He was predeceased by: his parents, Estevan Palacios and Tomasita Palacios; his sister Mary Alice Rios; his parents-in-law, Basilio and Maria Salas; his nephews, Gabriel and Gerardo Medino; his brother-in-law Basilio Salas Jr. Suriving; his children, Judy J. of Leon, Jaimie Lee Ramirez (Juan Carlos) and Richard Palacios Jr. (Jackie); his grandchildren, Jasmine, Katelyn, Vanessa Palacios, Jovana, Abigail, Juan Carlos, Adrian, Ayanna Ramirez, Lazaro of Leon and Hayley of Leon; and his siblings, Rebecca Ramos (Randal), Emeldo Palacios and Robert Palacios (Shelly).
He is survived by: his wife Hortencia Salas.
Viewing will be held on Friday, February 28th 2025 from 5:00 PM to 9:00 PM at the Gamez & Sons Funeral and Cremation Services (1029 Bob Bullock Loop, Laredo, TX 78043). A rosary will be held on Friday, February 28th 2025 from 7:00 PM to 8:00 PM at the same location. Visitation will be held on Saturday, March 1st 2025 from 7:00 AM to 9:30 AM at the San Vicente de Paul Catholic Church (2710 Boulanger St, Laredo, TX 78043). A Mass of Christian burial will be held on Saturday, March 1st 2025 from 10:00 AM to 11:00 AM at the same location. A funeral service will be held on Saturday, March 1st 2025 from 11:15 AM to 11:45 AM at the Laredo Cemetery (3200 N Meadow Ave, Laredo, TX 78040).
