He was predeceased by: his parents, Everett H. Payne and Lillian I. Sawyer Payne; and his wife Wanda F. Lindsey. He is survived by: his brother Ralph Payne; his children, Ronald Payne, Russell Payne, James Payne, April Neely and Kathryn Payne; and his grandson Jared Payne. He is also survived by 10 grandchildren and three great-grandchildren.
