He was predeceased by: his daughter Ruth Nicole Mignon of Washington; his parents, G. C. Bell of Washington and Maudie Bell of Washington; his brother Troas Ben of Washington; his parents-in-law, Richard and Ivey Inez Black; and his daughter-in-law Janice of Washington.
He is survived by: his sons, Willie Andre of Washington and Ashley Earl (JoAnn) of Washington; and his wife Lillian Black of Washington. He is also survived by three grandchildren, and five great-grandchildren.
