It is with great sadness that we announce the death of Jay Ralph Carter of Kilgore, Texas, born in Victoria, Texas, who passed away on March 10, 2024, at the age of 85, leaving to mourn family and friends. He was predeceased by: his parent Lilliam Urban. He is survived by: his wife Cleo McCormick Carter of Kilgore; his children, Deb McCoy (Lowell) of Kilgore and Brian K. McClure (Ann); and his pet Stella. He is also survived by numerous grandchildren, great-grandchildren and other loving family members and lifelong friends.
