He was predeceased by: his parents, Andrew Neill and Dora Mae Neill; his in-laws, Art and Mary Elizabeth Welch; his daughter Pamela Faye Neill; his siblings, Margie Misthos (Andy), Joyce Weir (Bob), Melvin Neill (Shirley) and Don Neill (Mary Jo); his nephew Ricky Neill; his great-nephew Lance Neill; his niece Andrea; and his siblings-in-law, Art "Tinker" Welch and Shirline Patterson (Charles).
He is survived by: his wife Arlia Faye Neill; his children, Travis Lee Neill (Becky) of Bandera and Nicole Faye Ogburn (Everett) of Uvalde; his grandchildren, Shannon Decena (Roman) of Tomball, Darby Holt (Madison) of Spring, Trinity and Faith Ogburn of Uvalde; and his great grandchildren, Roman Decena III of Tomball, Mabel Lily Holt of Spring and Neill Edan Holt of Spring.
Memorials may be given to First Baptist Church of Uvalde or a charity of your choice in his name.
