He was predeceased by: his mother Odette L. Howell; and his sister Trudy Howell Cowden. He is survived by: his wife Jane Ragsdale; his sister Pat Howell; and his children, Diane O. Howell, Dixie Lee Howell, Debbie Howell Hill, Richard L. Howell III and Silas Deen Howell. He is also survived by three grandchildren, three great-grandchildren and a large extended family.
