He is survived by: his spouse Cora Lee Bell-Starks; his children, Herman Starks Jr. (Brendell) of Maryland, Rosemary Steele (Wayne Sr.) of Louisville, KY, Irma Gaston, Chris Pittman (Joseph) of Marrero, LA, Herbert Starks (Judy) of Houston, TX, Carol Chapman (Wendall), Shelia Starks and Richard Starks of New York; his parent Joseph Starks; and his siblings, Alvin (Barbara), Richard (Carolyn), Edward (Brenda), Ervin (Angela), Joseph Starks, Ira Mae Brooks (Clarence) and Ernest Starks. He is also survived by 32 grandchildren, 39 great grandchildren and a host of nieces, nephews, cousins other relatives and friends.
