He was predeceased by : his wife Roberta Rozanne "Rosie" Utter; his sister Joleta Chapman; his son-in-law Charles Young "Pete" Ratliff, Jr.; and his great grandchild Andrew Young Ratliff. He is survived by : his children, William Douglas Utter, Jr., Rebecca Anne "Becky" Bonds (Ricky), Debra "Lynn" Romair (Ruben), Wanda Kathleen "Kathy" Ratliff and Pamela Utter; his siblings, Dwain H. Utter, Marla Garner, Karen Atwood (Wes) and Cheryl Loveday; his grandchildren, Brandi Nicole Ratliff, William Charles "Buddy" Ratliff (Laurie), Trevor Thomas Romair, Blake Alan Romair, Samantha Lynn Bonds, Bradley James Bonds (Kelli) and Lacy Anne Young (Cody); and his great grandchildren, Kyndal Crownover, Korbyn Lewis, Brayden Bonds, Brinley Bonds of Cody and Young. He is also survived by many other relatives and friends.
