He was predeceased by: his parents, Joseph Downey and Patsy Jo Allen Downey; and his brother-in-law Clarence Opiela. He is survived by: his wife Brenda English; his daughters, Shanna Heiman (Wayne) and Heather Shelton (J. D.); his grandchildren, Halea Heiman (Zac Singleton), Garrett Heiman, Barrett, Tawni and Marli Shelton; and his great grandchild Bristol'Bo'Whitehead.
In lieu of flowers donations can be made in Jeff's memory to the Dornburg Center of Compassion, 1005 Mallette Dr, Victoria, TX 77904, who graciously took care of Jeff in his final days.
