He is survived by: his wife Nancy Jo Beaty Cowan of Friona; his daughter Danielle Smith of Ft. Worth; his daughter-in-law Susan Phelps of Anthony; and his brothers, Kenneth Phelps of Largo, FL, Samuel Phelps of Frederick, OK and Phil Phelps of Ft. Worth, TX..
