He was predeceased by: his parents, H. D. Payne and Mary Lee Warren; his son Tommy Wayne Payne; and his siblings, Diane Branham and Robert Payne.
He is survived by: his wife Velma Payne; his son David Lee Payne of Slaton; his stepchildren, Kenneth Davis of Killeen, Josh Price of San Antonio and Nicole Franklin of Tampa, Florida; and his sister Kristi Henderson of Floydada.
