He was predeceased by: his parents, Harlan Jay and Mary Notestine Chapman. He is survived by: his sister Mary Ethel (Allyn Pontius); his son Greg; his daughter-in-law Sherie Chapman of Ferris; his grandchildren, James Chapman, Joshua Martin, Jordan Steele and Hope Steele; his great grandchildren, Paul and Logan; his sister-in-law Carol (Fred Gernand); his nieces, Rhonda Faye Donahue, Gay Cowles (Kevin), Susan Blaugh and Kathy Aschilman; and also Stella Ann Batchler Jordan.
In lieu of flowers, donations may be made in Joe's name either to the National Multiple Sclerosis Society of America and Lions Club International.
