He was predeceased by: his parents, Ernesto Cuellar and Maria Cuellar; and his brothers, Ernesto Jr. Cuellar of Mexico, Hipolito Cuellar of Mexico, Hijinio Cuellar of Mexico and Jose Inocente Cuellar of Mexico.
He is survived by: his wife Julia Cuellar Carrillo of Del Rio, Texas; his sister Rosa Velia Cuellar; his children, Llolisma "Jo" Oseguera (Raul) of Michocan, Mexico, Gustavo A. Cuellar Jr. of Del Rio, Texas, Rosie Sanchez (Pablo) of Winnie, Texas, Claudia Phelps (Christopher) of Texarkana, Arkansas and Francisco Cuellar of Winnie, Texas.; his grandchildren, Michael (Gabriela Oseguera), Christopher (Brianna Sanchez), Nathan Cuellar of Dallas, Texas and Landen Cuellar (Isabella Cuellar) of Winnie; and his great grandchildren, Anthony Cuellar Oseguera, Sofia Oseguera and Michael Oseguera of Austin Texas.
