He was predeceased by: his parents, Nellie Marie Milligan and Jessie Clyde Milligan; and his siblings, Edna and Gerald. He is survived by: his wife Carol Sue Milligan (Susie); his children, Kenneth Randolph Milligan, Jr. (Randy) and Amanda Rowe; his grandchildren, Jake and Bella Rowe; and his brothers, Charles and Don. He is also survived by brother and sister-in-law, and many nieces and nephews.
After his Parkinson's Disease diagnosis, he much enjoyed the help provided by the Parkinson's Voice Project and Parkinson's Boxing.
