He was predeceased by: his father Hargis Bates; his wife Joyce Sexton; his mother Virgie Holbrook Osborne (Holbrook) of Floyd County, Kentucky.; his siblings, Mary Louise Bryant and Morgan Osborne; and his daughter-in-law Leisa Glenn Bates.

He is survived by: his son Lugene Bates Jr. (Gene); his granddaughter Melissa Karling Denton (Brian); his great grandchildren, Joshua Thomas Denton and Leila Ann Denton; his granddaughter Laura Michelle Kempf (Nathan); his daughter Linda Diane Breymeyer (Mark); his grandson Matthew Allen Breymeyer; and his siblings, Martha June Rumery, Anna Marie Means and Fred Wayne Osborne. He is also survived by nieces and nephews.
