He was predeceased by: his parents, Earl Alexander and Mildred Rice (Earney); his son Kyle Eugene Rice; and his siblings, Virgil Rice and Estelle Bullard.

He is survived by: his wife Debbie Rice of Cisco; his children, Billy Rice (Lindsay) of Fort Worth and Misty Scott (Donald) of Hico; his sisters, Sunshine Willett of Springtown, Anne Wade of Merkel and Gaytha Faircloth (Bill) of Clyde; his grandchildren, Dakota, Hunter Mullins, Chloe and Bradley Scott; his great grandchild Hadley Grace Mullins; and also Debbie Lynn Moore. He is also survived by numerous nieces, nephews, and friends.

For those wishing to honor Bill's life with a memorial donation, the family suggests, Texas Lions Camp, 4100 San Antonio Hwy., Kerrville, TX 78028.
