He was predeceased by: his wife Laurell Marie Hilbig Skaggs; his parents, Garland Skaggs and Gladys Skaggs; his siblings, Reginald "Bubba" Skaggs and Lillian "Tootsie" Skaggs Trester; and his children, Garland Eugene Skaggs and Luci Ann Skaggs.
He is survived by: his children, Raleigh Ross, Jr., Celeste Ann Skaggs Dunham (Chester) and Steven Anthony "Tony" Skaggs (Melanie); his grandchildren, Derek Ross Dunham, Angela Laurell Kirkland, Erin Leigh Dunham, Grace Spencer Pereyra and Grant Spencer Skaggs; and his great grandchildren, Jase and River Dunham.
