He was predeceased by: his parents, Roy Waters and Grace Waters; and his sister Leloris Smith. He is survived by: his sons, Steve Waters, Vickie Waters, Rick Waters, Liz Waters, Randy Waters, Susan Waters, Ken Waters and Debra Sue Waters; his siblings, Bud Waters of Don Waters and Elaine Lobaugh; his grandchildren, Angie Meneses, Vanessa Gutierrez, Ethan Waters, Amanda Merritt and Ashton Waters; and his great grandchildren, Hannah, Caleb, Joseph Meneses, Yesenia, Nathan Gutierrez and Eli Merritt. He is also survived by nieces and nephews.
In lieu of flowers, memorials may be made to the National Kidney Foundation, Alzheimer's Association or River Oaks United Methodist Church.
