He was predeceased by: his parents, Elba Otis Palmer Sr. and Rowena Winnifred Miller Palmer. He is survived by: his wife Wanza Jean Hardin Palmer; his children, Rick Eugene Palmer (Jaime) and Deborah Kay Palmer Albright (David); his sister Marci Rea Palmer Montgomery; and his granddaughter Kaitlyn Rebecca Albright Johnson (Christopher). He is also survived by Extended family includes eight nephews and nieces and ten great nephews and nieces.
