He was predeceased by: his brother David Howell. He is survived by: his parents, Joe Howell, Sr. and Marilyn Howell; his wife Patricia Howell; his children, Ryan Howell of San Antonio, Kimberly Melendez of San Antonio, Chris Melendez of Odessa and Jeremy Melendez of San Antonio, Texas.; his siblings, Perry Lynn Howell, Jodi Lawrence Howell and Nica Deann Vanice; and his grandchildren, Jaden Melendez, Jervon Gay, Alesa Hope Cruz, Jeremiah Melendez, Ernie Melendez, Fabien Melendez, Xavier Melendez, Raylon Scott Howell III and Nolan Xander Howell. He is also survived by his family and friends.
