He was predeceased by: his parents, Petra Vasquez and Silverio Garcia; his son Ricardo Cesar Garcia; and his sisters, Dominga Garcia Vasquez and Prudencia Hernandez.
He is survived by: his daughters, Bertha Garcia-Solis of Joshua and Diana Huapilla of Breckenridge; his wife Elva Garcia of Breckenridge; his son Jose Jaime Garcia of San Juan, Texas; and his siblings, Marcelina Hernadez of Keller, Silvestra Hernandez of Arlington, Texas, Cecilio Hernandez of Tamaulipas and Marcos Hernandez of Saltillo, Mexico. He is also survived by ten grandchildren, 12 great-grandchildren, and numerous nieces, nephews, and friends.
