He is survived by: his parents, Thomas Raymond Witmer Sr. and JoAnn Lynn Moreland; his wife Sampson of Savoy, Texas; his sisters, Tonya Hernandez of Hagerstown, MD and Jessica Stephens (Frederick Lee Stephens Jr.) of Washington, D. C.; and his nieces and nephews, Timothy Marshall Durboraw, Summer Ann Snow and Frederick Lee Stephens III. He is also survived by several aunts, uncles and cousins.
