He is survived by: his parents, DeLay Hiram Wilbanks and Wilma Garner Wilbanks; his brother Robert Lynn Wilbanks of Denver; and his nieces, Robert Lynn Wilbanks, Jr, Julie Wilbanks, Amanda Duncan, Darren Wilbanks, Ryan Wilbanks, Griffin Duncan, Caroline Duncan and Danielle Perez.

In lieu of flowers, memorial gifts may be sent to the Belton Educational Enrichment Fund to be added to scholarships by Billy.
