He was predeceased by: his parents, Arthur B. Penner and Hulda Penner; and his brother Leland Ray Penner. He is survived by: his wife Cheryl Penner of Bells, Texas; his daughter Rachel Shaffer (Brian) of Bells, Texas; his brother Jerry D. Penner (Mary) of Waxahachie, Texas; and his grandsons, Nathan Shaffer and Alex Shaffer. He is also survived by extended family and friends.
