He was predeceased by: his parents, Howard Sr. Harper and Helen Harper (Proctor); his granddaughter Taylin Noey; his siblings, Jerry Harper, Charles (Barbara Harper), Benjamin Harper, Rickey (Jennifer Harper) and Nancy Phillips; his nieces, Mandy Harper Knelsen and Gerianne Holley; his nephew Chris Phillips; and his brother-in-law Carrol Miller.
He is survived by: his daughters, Lacy (Toliver Noey) of Royse City, Danielle (Chris Wilson) of Dallas, Kacey Harper of Royse City and McKynzi Harper of Texarkana; his grandsons, Tatum and Trevor Noey; and his sisters, Shirley Miller of Bogata and Janet Sipes of Tucson, Arizona..
