He is survived by: his wife Nelda Swinney of Arp; his daughter Heather Smith (Frank); his grandchildren, Elaina, Frank IV, Joshua Wayne and Austie; his son Bill Swinney III (Angie); his grandchildren, Alexis, Michaela, Megan and Madysen; and his siblings, Donna Kay Fields (Tommy), Gary Dale Swinney and Terry Joe Swinney. He is also survived by 9 Great Grandchildren; and many other dear relatives and friends.
