He was predeceased by: his parents, Calhoun Westmoreland and Bertha Westmoreland; and his siblings, Cal Jr., David, Ernest, John, Weldon, Howard, Ruby Thomas, Alma Hall, Velma Foster, Betty Joyce Anderson and Bertha Louise Westmoreland.

He is survived by: his wife Robin; his children, Tanya Payne, Latacha Tinnin, James Westmoreland, Jr. (Tracy), Marcus Westmoreland, Tairimia Blount, Zadella Blount and Stevina Blount; his stepdaughters, Ashley Taylor (Marcus) and Tamara Danford (Donnie); and his brother A. L. Westmoreland. He is also survived by grandchildren and several nieces, and nephews.
