He is survived by: his wife Velma Phelps; his children, Richard Phelps Jr. (Shirley), Herbert Phelps (Rosemary), Terry Lee and Bonnie Hollon; and his sister Marilyn Thompson. He is also survived by several grandchildren and several great grandchildren;3 adopted children.
