He was predeceased by: his parents, Robert Parker and Flora Parker; and his brother Bobby. He is survived by: his wife Carol; his sons, Donnie (Pam) and David (Beth); and his grandchildren, Andrew, Suzannah, Aaron, Ansley, Weston, Aida and Wade.

In lieu of flowers, donations may be made to the SonShiners (Senior Adult Ministry of Holston Baptist Church) where Billy served as coordinator for several years.
